But I ask: Did they not hear? Of course they did: "Their voice has gone out into all the earth, their words to the ends of the world."
But I ask, Have they not heard? Indeed they have; [for the Scripture says] Their voice [that of nature bearing God's message] has gone out to all the earth, and their words to the far bounds of the world. [Ps. 19:4.]AMP
But I say, Have they not heard? Yes verily, their sound went into all the earth, and their words unto the ends of the world.
Again I ask: Did Israel not understand? First, Moses says, "I will make you envious by those who are not a nation; I will make you angry by a nation that has no understanding."
Again I ask, Did Israel not understand? [Did the Jews have no warning that the Gospel was to go forth to the Gentiles, to all the earth?] First, there is Moses who says, I will make you jealous of those who are not a nation; with a foolish nation I will make you angry. [Deut. 32:21.]AMP
But I say, Did not Israel know? First Moses saith, I will provoke you to jealousy by them that are no people, and by a foolish nation I will anger you.
Since they did not know the righteousness of God and sought to establish their own, they did not submit to God's righteousness.
For being ignorant of the righteousness that God ascribes [which makes one acceptable to Him in word, thought, and deed] and seeking to establish a righteousness (a means of salvation) of their own, they did not obey or submit themselves to God's righteousness.
For they being ignorant of God's righteousness, and going about to establish their own righteousness, have not submitted themselves unto the righteousness of God.
